The existing hospital capacities of Health Service within the City and the whole region of Hercegovina have been on the margin of the contemporary health care for years.The Hospital and accompanying Medical Services have been accomodated in more than 40 facilities at four City localities (and very few of them were built for the health institutions purposes). The outdated facilities, their physical distance and medical fragmentation disable a rational organization of the work, functional connecting and medical efficiency of the Clinical Hospital as a unit. The Decision on the construction of a new Regional Center was brought in the distant 1977, and that center was being built by the resources of the local contribution till the beginning of the war in 1992, after a Project Solution approved by the responsive Ministry and the Institutions of Republic of BiH. The war atrocities that happened in Mostar in the course of 1992, 1993 and 1994 did not miss the existing Hospital facilities. Many of them were partly damaged or completely ruined, and some locations were abandoned (e.g. Psychiatry Hospital in Domanovići). During the war, besides providing the health sevices for the civilian population, the War Hospital Mostar performed hospitalization of all the war victims, civilian and military, with extreme logistic support from the health institutions from Croatia, both in facilities and personell. After the ending of war activities, at the reconstruction of the City, the Health Division was given a priority in sanating the war damages. The funds provided from various resources were not sufficient for normal work and continuing of the construction of Bijeli Brijeg facility. In the course of 1994 the Decision was brought to organize the Regional Medical Center in Mostar as the Clinical Hospital Mostar, which was confirmed by the decisions of the responsive Ministries. At the same time the Initial Board of Clinical Hospital Mostar in Cooperation with Mostar University and with abundant help of the Ministry of Health of the Republic Croatia and its responsive science-medical institutions initiated foundation of the Medical College in Mostar. In organization of the Clinical Hospital Mostar and Mostar University in the course of 1977 the Medical College Mostar was established and started working at the location of the new Hospital Complex at Bijeli Brijeg. The activity of Medical College in Mostar with the educational and practical programs shall help completing the needs of Clinical Hospital Mostar for new higly educated expert doctors personell. The above mentioned organizational changes and the new system organization of Clinical Hospital Mostar have pushed forward the emergency of finishing the works on the main medical facility at Bijeli Brijeg and finding the financial resources for enabling its medical functioning. Clinical Hospital Mostar as the Institution of the highest health care level provides fulfillment of the needs for secondary, tertiary and highly differential health care of the population of Hercegovina, Neretva river valley, Mid and Western Bosnia.
